What gov't could do is stop adding regs that just benefit large companies. The barrier to entry when there are complicated regs in place is high for competitors.

What about a statute explicitly making banning of a user 'an actionable statement under liable/slander suits' on said user's posted content at the time of banning? Then combine with repeal of Section 230 protection as a 'content distributor'.
