My point really was that any change to roads in this city, to allow for bikes/pedestrians/transit becomes a HUGE issue in Toronto. The city is planned block-by-block, and every change is a "war on the car."https://twitter.com/OpportunCity/status/934425850061000704 …

I haven't read the report, but in theory I agree. It would also solve the funding issue. One potential weakness: the board would be made up of "business ppl" and transit experts & only 1 community advocacy group.
