... I think you’d be shocked, Catherine, at the full extent of the way the City of Winnipeg passes the buck instead of taking responsibility to create + oversee warming centres, as other cities do, to help people. There are many deaths by exposure on Winnipeg’s streets each year.

It’s a crisis situation. I believe approx 1,500 experience homelessness yet Wpg’s only 2 emergency shelters (Siloam Mission: 150 beds + Main St Project: 75 mats) are often full, Salvation Army’s shelter open only if -10 or colder + 1 Just City warming centre has a few dozen mats.
... additionally, Siloam Mission to my knowledge doesn’t really advertise that it’s a dry shelter in most marketing, so public + guests needs to know intoxicated people need to go elsewhere. The city could save lives by posting this important information in this cold.
