I work as a Fairfax County public school teacher in Virginia, just outside of Washington DC. The school I work at is very similar to the one you described in this article. There are quite a few schools in our area helping children and their families that are new to the country.

First, if you’re a FCPS teacher. Thanks. My kids attended FCPSs. You deserve to be paid more. Second, and more broadly, schools like everything are way more heterogeneous in quality in the U.S. than in Canada.
