How would someone know to take a video of the bridge as it was collapsing unless they knew it was going to collapse.?
seems odd... -
Judging from pictures of the area and the fact that the bridge apron had already fallen prior to the start of the video, he probably just stopped on the second nearby bridge and started recording after the collapse began.
