Lindsey has really become quite the fortune teller this election period.

All I can figure is he knows they're going to lose, so he's overpromising for the Democrats so they can recoup their losses when voters are inevitably disappointed by whatever progress is made.

Do we think Mr. Graham understands that doing so would require a constitutional ammendment? Because the triumverate he just described is incapable of actually doing that.

The electoral college could be made moot without a constitutional amendment. There are 15 states that have already agreed to give its electoral votes to the candidate who wins the popular vote. Once enough states agree it can be implemented without a congressional amendment.
