"Dumped on its doorstep"? An odd way of describing something that is part of Congress' job responsibilities. If anything, Congress has gotten it back like a hot potato.

This has only been an issue for Congress since the 90s. Hopefully now it will get on the fast track so we may see a bill pass by 2050.
