Indeed. The core reason is that the risk is high, the penalties are serious and you need to do it a lot to make a difference.

Postal vote manipulation has a much lower risk, which is why I'd like to see a significant clampdown there. Far more important.

There are more checks though I assume, and you'd have to intercept someone's post? I am confident in the voting system as it stands.

AIUI, what happens is that people visit postal voters and then ensure they vote the "right" way.
