Ideally, there should be specific legislation prohibiting the card from being used for any other purpose than voting.

Agreed entirely. But it's useful to have a fall-back plan, and the NI scheme is a good one. You can even vote with a bus pass.

There are bus passes with a photo? Ok! I'd aim for more than mitigation. Add in universal push notification and easier postal voting.
