      Just voted with no polling card and no ID - just gave surname and address. I could go grab a phone book and do this all day.

      One assumes that, even knowing little about the methods, officials would notice the same man coming in to vote multiple times.

      Indeed. The core reason is that the risk is high, the penalties are serious and you need to do it a lot to make a difference.

      Postal vote manipulation has a much lower risk, which is why I'd like to see a significant clampdown there. Far more important.

      AIUI, what happens is that people visit postal voters and then ensure they vote the "right" way.
