Indeed. The core reason is that the risk is high, the penalties are serious and you need to do it a lot to make a difference.

Postal vote manipulation has a much lower risk, which is why I'd like to see a significant clampdown there. Far more important.

Yeah. I know of intermittent problems with abusive relationships, and sometimes with very closely-knit communities.
