Nice to say, hard to do. Unintended consequences of technology are difficult to anticipate (as the name suggests), let alone mitigate. Alas, some swords should not be forged, after a honest assessment of pros&cons or just by wondering 'why' we think they should.

Cuts with blunt edges are much worse.

And defining what “good” and “bad” mean. But especially the good.

Technology by itself (thus far) has never been a problem. The creators and (ab)users can create things that can be problems. If these creators need to determine "good" and "bad" before the results come in, often decades later, we need to work on them. And who would do that?

Dont buy it

Hard to do when so many aim for profit. What’s the incentive for safe-guarding? Unfortunately, most humans are just apes with computers.
