Ok, let's go further: (1) You didn't define what it means to be "more qualified" and neither does the NRC publication. (2) The NRC publication does not cover all female hires in STEM, just those in some fields, and at research-intensive universities.

(3) The NRC publication does in fact track the outcomes of female and male hires and they find differences only in publication rate, which fluctuate by field, while grant funding, teaching, service, etc. do not differ significantly. No translation of qualification to output.
