I don't think any university matters more than having passion for the field you're studying and doing your studies without great financial burden.
Passion is not enough; you have to go into a field where you can get a job. And when you get a degree, you owe a debt, and it's better if the debt is explicit.

As a consequence you marginalize folks with less financial latitude, what renders a society less immune against populism. Eduction of the masses on the other hand creates the desire for participation and thus conflict. I'd still pick the latter.
