The quality of teaching can be better when state organised, as was the case in Europe 100 years ago because teaching is a general interest mission. Same for health care, btw. US universities miss the ideal.
100 years ago the best universities were in Germany, where professors were paid by the lecture.

They also were in France, totally free, where professors were public employees. Pierre and Marie Curie, Paul Langevin were poor fellow, but the Curie refused to patent the processor extract radium because it was of general interest. At its best, education is free.
