Google is an ads company, not a cloud company. Nothing besides serving ads is mission critical for them. Amazon is far more a cloud company than Google and it shows.
Amazon was far less of a cloud company than Google when it started AWS.

Google is a one-trick pony. Amazon was always meant to be a many-trick pony even when it was selling just books. So I'd argue Amazon was more of a cloud company long before it started AWS.

This was only true to an outside observer. Werner was way ahead on all things distributed computing, which is what the cloud actually is of course.
