I think welfare can be very good when it is focused on not letting people suffer starvation. But when it makes work unnecessary for a lot of people, the biggest losers are society as a whole, because it stifles innovation.

Actually, giving money to poor women is better than giving money to poor men, because it makes the money to be used more for basic needs (poor men tend to use it more on alcohol). India and Brazil have had experience with this.
