That is a truism. The question is *why* they’re unproductive (laziness, sickness, systemic conditions?). And the entire article is a critique of that simplistic view which seems to ignore systemic conditions.
You should read the book. It goes into all the different causes in detail. (BTW, what you call a truism other responses call blatantly false, so there you go.)
