Circumstances - you can only do so much if you are born in North Korea for eg. Beyond that it depends on your parents, the school you go to, the friends, the teachers and even the food you eat as a kid.

If you're born in the US to poor parents you will likely still have a golden ticket out of poverty. Most never take that chance due to poor decisions made, for example not studying, not learning trade, etc...
