I think you either misunderstand the nature of shame, or why people should be ashamed - Insulting poor people on the basis of a poor understanding of economic trends is probably something to be ashamed of. In contrast, being a jerk, like me, might not be, when dealing with you.
It's not insulting poor people to point out that they're unproductive. It's the path to improving their lot. And you need to apologize.
