In computational neuroscience can we realistically understand computation (say how we see a hand) or can we at best hope to understand the learning that gives rise to the computation?

I think it comes down to memorizing that we attended to a multi modal representation of a hand in a neural game engine, together with a parametrization of the binding state that lets us recreate the hand model later on. There is increasing understanding of the neural game engine
