I am pretty sure that the recent experiment where we all quarantine ourselves showed that we will need to use technology to fix this problem. when the emissions dropped, the oceans just absorbed less carbon and the pH remained consistent. we need carbon capture.
Coal is much more polluting than gas. Any scheme that assigns the same externality cost to both is unserious.
