Isn’t that because of the incentive system? The concept of peer review should be rebuked. What should matter is whether your theory or experimental report is correct or not. Not whether the peer group approves of it. Can we devise a better system? Some way to setup a marketplace?

Not just peer review, I think. Recommendation letters for promotion too. Generally, I sense that being politically savvy gets one ahead in Academia. Unfortunately, this is not always aligned with truth seeking.

And only the top 1% are researching really important problems, the rest, not so much. Pursuit of professorship should be discouraged for most people but tenure encourages it.

Tenure has failed because before getting tenured you need to pass thro a number of vetting processes where you are selected more by ideology than academic merits, which result in tenured professors being more and more a self-selecting caste.
