Indeed, only problem evolution learns and adapts really slow. We can design better.
"The brain is not a blank slate" is not a valid argument against ML as the path to human-level AI, because evolution is also a learning algorithm.

Yes it’s not an argument against ML but is a valid argument against social constructionism which is often what the ML is aimed at.

It is not clear that various learning algorithms used in ML are up to the task. For an obvious limitation, almost all DNNs only learn though changing connection weights, where evolution is not so restricted. And indeed, evolution has produced neurons that are very diverse.

We have tons of algorithms that learn structure, including genetic algorithms that mimic evolution.
