Canadian politicians are talking about setting up a Canadian DARPA. Tying precious research dollars to military applications is not an efficient way to innovate and will lead to obscenities like the self-healing minefield. Encourage start-ups, not the military industrial complex.
I strongly disagree. DARPA is the most successful funder of computer science research in history. Defense applications are important in their own right, and the combination of fundamental research with a clear applied goal is a fantastic engine of progress.

In case I get trolled by your followers. Tim Lee only made http client/server & portion of HTML. That's only 1 protocol of known 1024 ports, but the most popular. Darpa's network protocols were functioning for decades before Tim Lee. Some BBS were linked to the net before http.

Yep, like it or not, the military-industrial complex is what fueled a lot of progress in the second half of the 20th century, including the rise of Silicon Valley (e.g., Fairchild was funded by DoD)

Of course it was the most successful funder. It had by far the most money to spend. The question is would that taxpayer money have been better spent if it had not been required that every project have a military application. Are self-healing minefields a good use of money?

In order to communicate w/o postal service for Pentagon with universities, Arpanet began in '69. It lead the development of TCP/IP. Also, gps was invented by DOD in '73. Other examples are walkie-talkie, radar, night vision, duct tape, jet engines, digital camera, satellites, etc

"A clear applied goal". Agreed. How about: Climate change, energy efficiency, forest monitoring and rehabilitation, energy capture and storage, cost effective medicine and medical appliances, ... instead of, idk, click-through-ratios and killer drones

Sure, but ARPA-E has not been nearly as successful as DARPA. (And NIH . . . that’s a whole other can of worms.)
