This would certainly result in larger papers.
A better measure of academic impact would be number of citations minus 100 times number of publications. (Notice the minus - pubs are a cost.)

That would penalize exploration in favor of exploitation.

Important consideration, but not really. Successful exploration is what gets the most citations by far. (Also, think of the 100 as the epsilon in an epsilon-greedy policy, and choose a better value if needed.)

Even better would be to normalise the total "outgoing citation power" of each publication to 1.0 - if a publication cites 100 others, they get 0.01 each. This would be a closer approximation the impact of each publication, and discourage manipulation of citation numbers.

Why not just use the ratio of citations over number of publications? (Output/input) This would be a measure of how efficient a researcher is in producing impact.
