It is precisely that. Lowering of standards on racial grounds. Pretty despicable by any (ethical, moral or practical) consideration. If they cared, they would increase resources (tutoring, etc.). This is the easy - and toxic - way out.

Um, because ppl especially in hiring, tend to favor colleagues who mirror themselves. It's more work for them to consider how to recruit, welcome & integrate people who are considerably different. So need to be made to examine what it is that makes their top candidates always +

/2 turn out, as if by magic, to look just like them: same gender, race, sexuality, school affiliation, class background & so on. Aff action doesn't automatically eliminate this impulse & has its own difficulties. But that's your answer
