It has already happened, just unevenly. In my current area of research interest the top research is happening within Chinese universities. Even the research coming out of the USA is all collaborations with Chinese researchers.

I can't be optimistic. American universities have been captured by ideologues. One or two courageous voices will protest but nothing will change.
