I think you've misused the word 'disproportionately'. The entire point of progressive taxation is that wealthier individuals pay in equal proportion (relative to their wealth). Proportion - 'a part, share, or number considered in comparative relation to a whole'.
Progressive taxes, where some pay disproportionately more than others, are the epitome of unfairness.

From a utilitarian viewpoint, one would have to somehow calculate which one maximizes overall well-being or other selected utility. If it turns out that very rich people create more overall well-being per dollar than others then they have to be taxed less.

What's even more unfair is these taxes are not used effectively to increase number of tax payers. Instead poverty, lack of education and ability becomes a reason to stay uncommitted to the very framework that gives them a chance to LIVE, so they can THRIVE
