It's truly about incentivizing the delivery of goods and services, without which no economic system would flourish, much less produce economic activity, which is in the end its purpose.
Whatever a system does can always be recast as maximizing some reward. The question is whether that’s a useful thing to do. Economists, for one, have been arguing about this for decades.
