It can, except (a) some rewards are the inverse of other rewards to various agents, and (b) a reward’s value is proportional to the struggle necessary to receive it. So to maximize rewards for all agents, one would have to determine the right balance, incentives and struggles.

Hmm...intelligence itself is not reducible to what rewards me (or what I think rewards me or what rewards me when I think about any specific domain of desire). So if the AI in question is AGI, Pedro's statement holds, full stop
