I'm sure they coordinate with other colleges on which students they individually accept. Keeps their matriculation rate high if e.g. Yale and Princeton accept disjoint sets of students.
The best way to rank universities is by which ones applicants choose from the ones that accept them.

Only if you are talking about brand popularity. Given a choice between Harvard and Cornell, for example, most would choose Harvard, and that decision would have nothing to do with the quality of education.
