Why do voting rules that are uncontroversial in other countries get called "the new Jim Crow" in the US?

Opposition to voter ID laws are especially puzzling. Canada requires all voters to identify themselves, a common sense and uncontroversial requirement. And yet in some states there is strong opposition to this.
The Democrats oppose them vociferously because having no ID requirement is very beneficial to them.
