Why do voting rules that are uncontroversial in other countries get called "the new Jim Crow" in the US?

The WSJ opinion page is very right-wing (unlike WSJ's straight news reporting). I wouldn't trust much coming out of there. That column for example cites claims from a hopelessly biased website offering evidence collected by an org.. wait for it.. run by the right-wing author.

I'm from Europe. It's accurate. (And the WSJ opinion page is usually rated as center-right, which seems about right.)
