From reading the proposal, they want to regulate applications of these algorithms, and even ban "systems that allow ‘social scoring' by governments" or personal info collectors. Looks like a start of decent governance framework, it is not a garbage from Google "AI Ethics"

most "AI" is just a bunch of matrix multiplies sandwiched with clamping. So there's a big hazard in regulating "matrix maths" in the name of regulating "AI". (people trying to write "real" AI deride machine learning as "just statistics")
