There's no such thing as "global AI". America and China are locked in fierce competition, with different state vs commerce-centric goals. Europe wants to be citizen-centric. The actual technology barely comes into it.

Of course. Let's put some sensible restrictions on it. So no country tries to develop a china-style social credit system, and we try to keep elections as fair and AI free as possible... And for technology that is deployed, it's human counterparts need to know its inherent bias.
