Whatever the assigned objective is. It depends on the application; is it wanting to maximize clickthrough? Then that’s the objective.
Most claims of AI bias confuse it with disparate impact, but (1) the latter is a highly controversial legal doctrine, and (2) even if you agree with it, disp. impact is discrimination only if there's no good reason for it, and in AI there's always one: optimizing the objective.

The comments seem to be misunderstanding that the “objective” is quite literally based on what the AI is being applied to. As in, what does the AI seek to do? What is its use case? It goes from point A to point B through a learning model. Point B is the objective.
