Just like every group within the Soviet Union had a parallel Communist Party organization.
The controversy around ethical AI becomes a lot easier to understand once you realize that "ethical" really means "political" in this context: thus Google's ethical AI group is really its political AI group, NeurIPS's ethical review process is its political review process, etc.
