If convergence of learning can be sped up by a genetic mechanism, then genes will usually specify such priors. Eg. our brain could learn the shape of our bodies from statistics alone, but it has very detailed priors, including number of fingers.
The anti-Baldwin effect: if something is learned by neurons, it no longer needs to be learned by genes.

Wouldn’t that be Darwinian (genetic changes are random rather than learned) else Lamarckian (learned behavior causes genetic changes)? Also, “anti-Waddingtonian” is what you’re describing. Baldwin specifically proposes that (neuron-)learning leads to preferential selection.
