Not if McConnell keeps blocking everything like he did with Obama. Balance and discussion worked in Portugal because the parties were forced to sit at the table. McConnell seems to like to not hear anyone
Biden as president and moderate Republicans holding the balance of power in the Senate is just about ideal, I think.

Republicans have too much of a history of being a blocker. Better (if one prefers moderate policies but not gridlock) is Joe Manchin being the 50th vote, and 60 votes required for most thing (Joe Manchin isn't voting to get rid of the filibuster).
