It's ridiculous to say that (for example) every paper about speeding up gradient descent needs to have a discussion of the social implications of faster gradient descent. But that's what NeurIPS currently does. Dear NeurIPS Board, please end this insanity.

To make sure ppl have at least considered the potential impact. Did you read the instructions?
I.e., to force them to waste their time writing a section that makes no sense for their paper.

From the FAQ: [...] if a paper presents theoretical work [...] authors can simply state “This work does not present any foreseeable societal consequence”. Are you seriously saying the waste of time copy-pasting that is an issue?
