Moral evaluation and rejection by a program committee are very different things.

Not when it comes down to a decision what to publish or not; it makes no sense to say they’re responsible for what they publish but they can’t evaluate papers to see if they should be published or not.

No one is suggesting holding the program committee accountable for the ethical implications of the papers that appear in the conference.
