No, most technical papers do not require one, and it's absurd to demand it. (E.g., a paper about speeding up gradient descent doesn't need an evaluation of the ethical and social impacts of faster gradient descent.)

Even the if demanded, reviewers could be provided with guidance to determine relevance and, if appropriate, on how to consider ethical or social aspects. Maybe the process need support/framing before negating value?
