This just seems to formalize something that has always been done in reviews.
So why the whole separate ethic reviewing committee and process? It's a slippery slope.
Better to have it explicit, and examinable, than implicit and hidden. And to the extent that the process and criteria may still not be clear, they should be made still more explicit.

That rejections actually occurred illustrate, rather than disprove, the importance of critically examining the policy.
