One approach is to move, make progress, break something in the process, then fix what doesn't work. Other is to define what you don't want to break then move so you don't break it. First makes sense when you can fix things and fixing them is easy and cheap.

Is ethics a cornerstone of our society, better not to be tampered with if you don't know how your actions are gonna affect it, or is ethics something that we can't control by policies, inherently emergent and codified only afterwards, so why to obsess about it beforehand?

That sounds “snappy”, but is no less wrong for it. Feudalism was an obsolete construct, whereas we want any technology or means of production to be subservient to our ethics.
