I don't think there's anything wrong with a policy of referring parolees to the supervising office, that's a totally normal policy, theres something wrong with the parole office though in that they refused to revoke parole on a man who broke parole several times.

this is false, you should actually read what he thinks because he pretty thoroughly laid out his plans to work with the police to reform the parole system to avoid this.
