I would guess if you went up to 10000 km or so, lunar perturbations would be the dominant effect rather than drag.

How much higher do you think something like Lightsail-2 would need to be to have radiation pressure > drag?

LS-2 was already high enough. With proper sail attitude control, net orbit raising by solar radiation exceeds atm drag by about ~7x (orbit average) at launch altitude (given current low solar activity). No net orbit raising without working attitude control, even at 10000 km orbit

Why does the apex rise while the perigee falls?

The eccentricity changes with time while the semi major axis is constant. The changes in eccentricity are driven by radiation pressure on the sail.

There were control problems on this particular flight so they didn't really achieve what they said they would.
