      IRAS, launched in Jan 1983, made the first detailed all-sky survey of the infrared sky and the IRAS catalog is still the definitive all-sky list of IR sources. The 0.6m beryllium telescope was cryo-cooled to 3K by 73 kg of liquid helium. The satellite was deactivated in Nov 1985

      The IRAS project was a joint venture between @NASAJPL and the Dutch research agency Nederlands Instituut voor Vliegfulgontwikkeling en Ruimtevaart (NIVR).

      POPPY 5B was launched in May 1967 as part of a four-satellite signals intelligence cluster operated by the US Naval Research Laboratory. It operated until May 1972.

      POPPY 5B orbit is 895 x 910 km x 70.0 deg; IRAS orbit is 880 x 905 km x 99.0 deg (sun-synch with 1747 local time descending node).

      My own quick calculations with the TLEs confirm a pass within 2 km at 14.7 km/s relative velocity at about 2339:35 UTC Jan 29. The LEOLabs tracking data is likely to be more accurate.
