As someone who has lived in 4 major Canadian cities, I'm going to have to disagree.

St. Albert, Alberta. Pop. 65,589. Ironically, originally a Métis settlement (racists usually ignore history). The rural/urban divide is real. And apparently, the rural prairies harbours a significant population of xenophobes.
