F1000 has a preprint service integrated with open peer review. As far as I know biorxiv does not offer a peer review option.

I don’t pay for open access often. My papers are always available from a pre-print server, my website, and sci-hub. Seems like enough. I find OA mostly a way for publishers to charge us more for stuff that is already free.

I use to have the same position as you. My understanding is that the new OA fees are mandatory, ie no pay walled free publishing option. Which is progress btw, but calls for more drastic actions than preprints and Russia based hackery.

ouch good point :/ there is significant discount for people who take on editorial responsibilities, and my understanding is that they give waivers easily. But you are perfectly right, and I should be aware of this (disclosure: I am on Frontiers Neuroinfo editorial board).
